Chief of Police

Chief William “Clint” Parris

Chief Parris has served with the Anniston Police Department for more than 26 years, having been hired on April 9, 1999. Over the course of his career, he has worked his way through the ranks, serving as a patrol officer, field training officer, investigator, and supervisor. During his nine years in the Patrol Division, Chief Parris gained extensive experience working with officers of all backgrounds while serving as a Field Training Officer. He later transferred to the Investigative Division, where he worked both property crimes and crimes against persons. While in investigations, Chief Parris successfully handled numerous high-profile cases, developing a strong ability to work with victims and the public during some of the most challenging moments of their lives. After being promoted to a supervisory role, Chief Parris used those experiences to effectively manage personnel, mentor officers, and instill the lessons he learned throughout his career — a commitment he continues to uphold today.

Uniform Patrol Division

Captain Brian Brockman

The Uniform Division is commanded by Captain Brian Brockman. Captain Brockman has been with the department for almost 20 years and was promoted to the rank of Captain on May 1, 2026. The Uniform Division, also known as the “Patrol Division”, is considered the backbone of the police department. 

Administrative Division

Captain Emily McCullars

The Administrative Division​ is commanded by Captain Emily McCullars. Captain McCullars has been with the Anniston Police Department for more than 18 years. Captain McCullars was promoted to the rank of Captain in January of 2024 and has served as the Investigative Division commander and Administrative Captain Division​ commander since her promotion. The Investigative Division is broken down into three units; The Case Investigators Unit, Warrants Investigator Unit, and the Crime Lab Unit.

Special Operations Division

Captain Justin Sanford

The Special Operations Division is commanded by Captain Justin Sanford. Captain Sanford has been with the Anniston Police Department for more than 19 years. Captain Sanford was promoted to the rank of Captain in January of 2019 and has served as the Special Operations Division commander since. The Special Operations division is broken down in to two units, The Special Operations Unit and The Street Crimes Unit. 

Investigative Division

Captain Brett Lloyd

The Investigative Division is commanded by Captain Brett Lloyd. Captain Lloyd has been with the Anniston Police Department for 16 years. Lieutenant Lloyd was promoted to the rank of Lieutenant in July of 2017, then promoted to Captain in January of 2026

Training & Inspections Division

Lieutenant Jeff Hamrick

The Training and Inspections Division is commanded by Lt. Hamrick. He has been with the department for almost 19 years and was promoted to the rank of Lieutenant in January of 2024. The division is divided into the Training Unit and the Inspections Unit.
